Problem:

When running a COBOL application under a local installation of Net Express Application Server you might get a Semaphore error and the application fails.

Resolution:

When running a COBOL application under a local installation of Application Server and the Application Server license database is also local, make sure that the ASLMFNET environment variable isn't set.

This environment variable isn't required when running against a local database, only when running against a remote license database.
