tcp/ip socket error occurred - connection refused when trying to publish

Problem:

'Verify Server Settings' returned this error.   

Resolution:

Norton Internet Security was enabled on the PC and did not for some reason report that it was blocking access to this IP.   When this was resolved, publishing worked OK.
