Problem:
"CGI Error: The specified CGI application misbehaved by not returning a complete set of HTTP headers." is the message the webserver will return when a web application (or cgi) cannot find or access the runtime files or other resources.
Resolution:
Application Server was installed on deployed workstation, application was linked with shared dynamic but no license had been installed to the Application Server License database.
Entering a valid Application Server serial number and license key through AppTrack utility, found in the Application Server directory, resolved the CGI error.
