While trying to install or uninstall a Server Express license, you receive the following error message:

This is a Development System license and cannot be installed for deployment

Server Express uses two different licensing systems. One is for Development licenses, and the other is for Runtime licenses. The error message above is generated because you are trying to install a Server Express Development license using AppTrack, which is the Runtime (deployment) licensing utility. Development licenses must be installed or uninstalled using one of the development licensing utilities.

To install or uninstall a Server Express development license, perform the following steps as root:

1. Determine the operative directory that the Micro Focus Development License Manager is using. To do this, follow the instructions in the following Knowledge Base article:

2. cd to the directory discovered in step 1.
3. Invoke the command line development licensing utility:

   ./mflmcmd
   

4. Follow the prompts to Install or Uninstall the license
