Up to Net Express V5.0 MFSupportInfo is part of the Micro Focus product delivery, to find under:

(1) ..\\base\\bin  installation directory for Net Express development environment

(2) ..\\Server 5.0\\bin installation directory for Net Express Application Server

Be aware, running this MFSupportInfo utility needs Administrator rights for the underlying Operating System because of reading the Windows registry.
