Visual Studio 2008 a requirement?

I'm installing Net Express 5.1 on a Windows 2008 box.
So, it's saying that Visual Studio 2008 is required to install Net Express.
Well, unfortunately it does not appear Visual Studio 2008 is a download. I've tried the Express version and that doesn't work. Visual Studio 2010 also doesn't work.

Can anyone provide any guidance for which specific version of Visual Studio that works with NetExpress 5.1?

Visual Studio 2008 is only required for Net Express 5.1 if you are installing the .NET component of the product and you plan on developing .NET managed code applications.

Unfortunately this component is turned on by default in the installation.
To get rid of this error message please remove the .NET component from the install list.

The list of components to be installed will be displayed once installation begins.
To remove an item from the list click on it (Net Express support for .NET should be first) and select the last option "This feature will not be available".

The component will then be displayed with a red "X" on it.

The installation will then continue without prompting you for Visual Studio 2008.

Yes, if you need to develop .NET applications with COBOL in Net Express 5.1 then you can download and install the Visual Studio 2008 Integrated Shell from Microsoft. This allows you to develop only with COBOL as no other .NET languages are included. Some features are limited. See the Net Express documentation here for restrictions.

Here are the instructions:

After downloading and running the install package for Visual Studio 2008 Shell SP1 from http://www.microsoft.com/download/en/details.aspx?id=16480
it only unzips the files into a folder called "C:\\VS 2008 Shell Redist\\Integrated Mode" onto your hard drive.

You still have to execute the vs.ide.enu.exe file in that folder (see below) in order to install Visual Studio 2008 Shell SP1.

C:\\VS 2008 Shell Redist\\Integrated Mode

You will also have to doiwnload and install the Windows SDK.
