No, according to the readnet.txt file included in Net Express 4.0 .NET (as per June 2006) you will need to have an environment basically as follows:

   The following software must be installed:

    - Microsoft Visual Studio .NET Premier Partner Edition

      (supplied with Net Express with .NET) or any other edition

      of Microsoft Visual Studio .NET 2003

    - Microsoft .NET Framework 1.1 Service Pack 1, which you can

      download from http://www.windowsupdate.com/  

   The following Net Express FixPacks must be installed:

   - cmp07n40.exe or later

   - rts07n40.exe or later

   - xfh03n40.exe or later

   - esq07n40.exe or later

   - dsy03n40.exe or later
