Winzip is the name of a commercial product. You can't implement it in an application because it already is one.

If you want to implement support for the zip archive file format and the deflate compression algorithm in your application, there are many options, depending on the platform. It would help to know more about your application, of course. One possibility is the free, open-source Info-Zip library.
