Problem:
WSQL003:Error openning file 'C:\\Program Files\\Micro Focus\\Net Express\\Base\\workarea\\xdblsrvx.sql.
Resolution:
XDBSQLSRVX.SQL was not found in the workarea directory. Placing a copy of this file in that location resolved the issue. This script is used by Net Express when fixes are applied to shutdown the server. It is also used by the IDE when it prompts you to shutdown the server.
