"Error invoking unauthorized copy of runtime. Semaphore function error (Loc 809)."

Good morning:

I am having this error "Error invoking unauthorized copy of runtime. Semaphore function error (Loc 809)." when I run a series of routines, the problem is that some days it runs fine without errors and others it begins to give this error. Anyone have any idea why? I don't really have stability in the process.

What version of RM/COBOL and which operating system? 

This usually means the runtime system is being terminated without an opportunity to clean up.
