If there isn't a license.vlt file in C:\\ProgramData\\Liant\\RMCOBOL (I think that's the name for version 12.05) then this is what it is complaining about. So, I don't know how that file was deleted, but if someone deleted it manually, I think that this is the behavior that you'll see.

In the RM/COBOL installation directory there is a SupportTools directory. Within it, there is a licverifyall program. If you bring up a command box, change directory to a directory containing your license certificates (.lic files), and then run licverifyall, I believe that it will detect all those license certificates and reinstall them for you. The license.vlt file might end up in the directory with the .lic files. If that's the case, move it to the directory in ProgramData.
