Resolution:

If you've already removed the Relativity Data Manager from the system, and the MS ODBC Administrator refuses to delete the corresponding User DSNs because it can no longer find the driver, you can delete the entries from the registry manually:

HKEY_CURRENT_USER\\Software\\ODBC\\ODBC.INI
