LCS Run-time error '4605' from lcsltr.exec - RM/COBOL v10

I have a user that is receiving the above error when attempting to send a letter using mail-merge.

Error:

lcsltr

Run-time error '4605';

The OpenHeaderSource2000 method or property is not available

because this command is not available for reading.

I have attempted to recreate the error but have been unsuccessful. Can anyone help me determine the problem/solution?
