Due to an equipment update I have to reinstall my RM/COBOL85, I have the installation package and the .lic files. I get the activation code from the web but when loading it in the installation it gives me the following error.

I have not exceeded the 24-hour validity period.

Is it possible that .lic files have a validity time?

what I see inside the .lic file a parameter: Stamp=2013/04/17 13:42:04:0000 UTC can this generate the error?

This was the time that the .lic file was created. This is why the product is requesting the activation code, because the time stamp is so old. When it requests the activation code, you supply the information from the license and the license server presents you with the activation code that confirms that you have acknowledged the license. I won't get into the details here. I can't think of too many things that would cause this to fail, although the local machine having the wrong time is the most common one. Please confirm that you have supplied the correct information about the license on the web form. Use "Copy and Paste" to make sure it is correct.

The code is good for 25 hours from the time that it was generated.

The solution for this type of problem came from the microfocus engineers,

they generated a new license file with a date of now so that it does not ask for activation.

To fix this problem one should contact the Supportline <Supportline@microfocus.com>
