What is the meaning of Loc 521?

Loc 521 is just an aid to identify the source/location of the error. In this case, it is it should have put a message about what the use limit is.
     for example: "Unauthorized, exceeded use count 50 locally."

The point is that this is a 1 user license used in a Notebook with no other user using it.

What happens if you do the following? 

rmucutil <serial number with use count > compiler details

where <serial number with use count > is the registration number with the use count as displayed by the runtime banner.

A possible reason for the user-count error is when the compiler or runtime to which the error relates has been shut down with a 'hard kill' -9 signal  instead of a -15 signal.  The hard kill leaves the user-count semaphore unchanged.

The compiler process may be running in the background, that did not close properly.
Try one of the following:

  1. Use Task Manager to check for and terminate any rmcobol.exe processes running in Windows.
  2. Reboot the Laptop and run compile again
  3. Stop and Restart the service: "RMUC Service v12"
