Runtime Installation issue

One of our customers is having an issue installing the 12.06 runtime on a computer. The computer is brand new, running Windows 7.

According to this thread on answers.microsoft.com:

It is either their virus scanner or a problem with the .NET Framework.

However, my recommendation is that they get the latest RM/COBOL 12.11, as RM/COBOL v12.06 was never tested with Windows 7, and is, thus, unsupported.
