I would not expect any issues in an Azure environment - UniData will have been certified on an O/S and it is up to the VM (Azure in this case) to fully provide the certified O/S.
For our formal statement on Virtualisation - whatever the method - please see https://rbc.rocketsoftware.com/VM.html

Graham,
32GB of memory for a 20 user system seems high, but if you ( or the application provider ) already calculated the requirements, then it would be hard for me to 2nd guess.
That being said, there are several items to consider when determining system requirements for a solution built on UniData.
There is a good section in the UniData Installation Guide,
If you are re-hosting, the size and performance of the existing system is a good starting point.
Either way, I would recommend you do some benchmarking, and adjust accordingly.

I've been running Universe on Azure with no issues - it's worked out pretty well!
