I think you'll find what you want here: https://rbc.rocketsoftware.com/ - choose Resources -> Product Availability -> U2 DBTools and any platfor as the tools are common. From there you should get links for both the U2 DBTools (which includes the Restful Developer tool) and the documentation which includes SSL configuration and deployment.
