Does Unidata 8.3.1 or greater support TLS 1.3 protocol, I understand it support TLS 1.2.

Starting at UniData 8.3.1 the OpenSSL version was upgraded to OpenSSL 3.0. I suggest you take a look at our blog posts about OpenSSL 3.0 and UniData 8.3 as you may need to change some configurables to support older now legacy algorithms and protocols.

In answer to your question yes the TLS 1.3 protocol is supported at UniData 8.3.1. In fact with UniData 8.3.1 and OpenSSL 3.0 defaults, only TLS 1.2 and TLS 1.3 will work.
