There is a U2 knowledge article #000054269  to explain about how to install U2 Toolkit 3.1.1 package. it supports the installation from nuget.org or local source.

U2 Toolkit for .NET 3.1.1 provides with .NET 6 and .EF Core drivers to work with VS .NET Core environment.

I am a consultant developer without my own RBC login. How can I find and download this toolkit?

You can download the driver from RBC without login or install the package from nuget.org source.
