The most common occurance for this is on a dynamic file where the permissons on the some of the dat or over files that make up the dynamic files have mixed permissions and the user you are logged on does not have permission to that part of the dynamic file.

Perform an 'ls -al' of the Directory of the dynamic file and check to make sure the permissions on all parts of the file make them available to all users.
If you do find this is your problem, it probally means the default umask for users on the system is to strict as when a new dat or over file needs to be created for the dynamic file it will be created with umask and permissions of the user creating it.
