Hi,
Recently upgraded a site to Unidata 8.3.1 on Win Server 2022.
Tried running Phantom LISTUSER at ECL
Failed to start PHANTOM.
Phantom execution failed.
checked permissions user has full control
What trouble shooting can anyone recommend.

In the account you are running the command have you run the updatevoc command to ensure the VOC has been updated for 8.3.1 ?
You can see if this has been done by looking at the last line of the VERSION command. In general when you have upgraded UniData to a new version you should run updatevoc on the all accounts as a precaution, as part of housekeeping I have scripts to do this that I run after upgrading to a new version.
If you haven't run updatevoc and see what happens after.

I forgot to mention, you should run updatevoc with the -o option. The -o option will overwrite VOC enteries, so will put in the place the versions that UniData expects if they have been changed.
If the phantom command fails for every phantom command issued I would also check the permissions on the _PH_ directory and it contents as we have seen this cause problems in the past as well. Finally if you have any form of UAC settings run on Windows, please review those UAC settings to ensure these are not interferring with the process.
I can confirm that the PHANTOM command itself including running LISTUSER works fine on all our internal test machines at 8.3.1 and 8.3.2.
