Been using basic Wintegrate for a long time. Now, I would like to construct some GUI screens but cannot locate the designer tool. Is is still out there? If so, where can I look? I've already scanned all of the manuals cannot find a reference as to where to find it (i.e. how to start it.

When you install Wintegrate there is an unchecked option for Developer Additions. You need to check this and ensure the two boxes underneath it are checked. The Dialog Editor has been combined with the WIN.EDIT verb from ECL. Please go back to your install and make sure you checked those boxes.
From ECL use the WIN.EDIT filename program
You should a screen similar to the following and be able to get to the dialog editor.
