B.P. for configuring DR & Dev in one physical cluster?

A customer would like to know whether Vertica DR and Dev can be configured in one physical cluster other than production. Knowing Vertica does not recommend multitenancy, the customer asks DR database will be down mostly and run Dev database.

The situation is originate from the customer’s limitation to have only two set of cluster for Vertica.

Would like to know is there a recommendation for this situation and, if so, please let me know of configuration and of license.
