Configure Different Users for Vertica Voltage Add-on

Does anyone work on Voltage add-on before especially configuring different users to access the SDA configure for FPE. Tried the steps in the documents and granting access to new users. But it does not work. Is it a bug or any steps missing? The error (seems to be authentication problem) is as below:

Fred=>SELECT VoltageSecureProtect('123-45-6789' USING PARAMETERS format='ssn',config_dfs_path='voltage.conf');
ERROR 5861: Error calling setup() in User Function VoltageSecureProtect at [/data/build-centos6/qb/buildagent/workspace/jenkins2/ReleaseBuilds/Grader/REL-9_1_1-x_grader/build/udx/supported/voltagesecure/VoltageBase.hpp:223], error code: 1608, message: Error initializing: The authentication parameters are invalid

    Just to add further that I tried on another table as below. I dropped the access policy, but still not able to use the Voltagesecureaccess to decryt the ssn. But can select * from users1; Without calling Voltagesecureaccess, no issue.

    Vmart=> drop access policy on users1 for column birthday;
    DROP ACCESS POLICY
    Vmart=> select * from users1;
