Eon mode managing fault groups

Got two customer questions on Eon mode below that I'd like best practice advice:
1. In EON mode, can I stop a subset of nodes in the cluster, which all belong to the same FG?
2. How can I ensure one FG of nodes only works with other nodes in the same FG? (I have seen nodes leverage other nodes in different FG, even after I run the REBALANCE_SHARDS

Some answers to part 1 in case anyone else needs it:
So what method should be used to shut down a subcluster (fault group) – admintools?
 Yes
Is creating a subcluster as simple as adding nodes and defining the new group?
 Yes
And how about the issue of query routing?
 Depending on initiator picked query will be serviced by subcuster that has initiator node.

Should an execution plan use only the current fault group
 Yes, it will use nodes within current fault group of initiator node.

, or all available nodes with the necessary shard subscription?
 Each subcluster should have necessary nodes with necessary shard subscription to answer query.
