The elastic_cluster version did not increase after replacing a down node with standby
Environment
Vertica Analytics Database v24.1.0.13
Situation
When user is replacing a node with a standby node it is not changing the elastic_cluster version.
User has a 4-node cluster with 3 nodes permanent and 1 node on standby.
