While trying to create database in Amazon Web Services in a region other than us-east-1, the eon mode database creation would get stuck at bootstrap-catalog step

Situation
In amazon web services, eon mode database creation in a region other than us-east-1 would result in the process getting stuck in bootstrap-catalog for ever.
This is due to the fact that due to a bug in this version, the s3 api call had the authorization header incorrectly trying to reach out to the s3 bucket in us-east region. Hence, the eon mode db creation would often result in stuck process if attempted in a us-west-1 or us-west-2
