Situation
With EnableDistSIPS turned on, certain jobs fail to qualify and the query would return empty resultset
Resolution
This has been identified as a defect and currently being tracked using Value edge ticket - 4988926.
The workaround is to disable EnableDistSIPS.
ALTER DATABASE DEFAULT SET EnableDistSIPS = 0;
