Management console (MC)

I am trying to create user in MC for users to view cpu/ram/disk/io but user shouldn't have access to start/stop DB and even make any change to database. I created read only user at Database level and associated that user with MC user and tried with IT/Associate but the new user cannot see the dashboard to view cpu/ram/disk/io . Any way I can make it work
