vbr 9.0.0-2 ImportError: No module named boto3

Customer is running 9.0.0-2 and gets the following when running vbr:

/opt/vertica/bin/vbr -t copycluster -c /data/backups/ellcopycluster.ini
Error: Worker process exited with error: Traceback (most recent call last):
File "/opt/vertica/bin/vbr_worker.py", line 26, in
import vbr
File "/opt/vertica/bin/vbr.py", line 13, in
import boto3
ImportError: No module named boto3

I'll ask for the obvious things, e.g. running as dbadmin, any other permission or FS changes, Python or general OS patches, etc. but vbr uses the bundled version of Python so how can this happen?

On a whim, I googled that error. Could be Python3 related with Ubuntu virtual environments. They may have done something to their Python installation on that server that's hosing vbr.py.
