What is the expected behaviour of objectRestoreMode=create

Hi team,
I have a customer that wanted to restore only missing objects of a certain schema.
In the vbr reference of the documentation, objectRestoreMode=create seems to be the obvious option:
"create — vbr creates any objects that do not exist. If an object being restored does exist, vbr displays an error message and skips that object."
By reading this one would understand that the tables that do not exist on that schema would be created but those that exist will be skipped ie ignored.
Much to his surprise, the restore actually fails when it encounters the first table that exists.
Example:

Error: SQL command "select load_snapshot_prep('DATABASE_CG91AKQPAMNEHQ0JQXSZSMK7AH0C5ZAX', 'CREATE', '', '20191030111043');" failed: ERROR 6937:  Restore: Cannot overwrite object DSC1CQ.TDSQFEB_RGTERPB
ERROR 6937:  Restore: Cannot overwrite object DSC1CQ.TDSQFEB_RGTERPB
ERROR 6937:  Restore: Cannot overwrite object DSC1CQ.TDSQFEB_RGTERPB
Restore FAILED.

Does any one know whether this is the expected behavior (thus the documentation is misleading) or if we're missing something.
ps: The behavior is the same on 9.1 and 9.3, I didn't find any open jiras.
