Consider the following scenario

);
INSERT INTO City( Name, District, State)
VALUES('Mysore', 'Mysore' , 'Karnataka');
SELECT * from City;
create table Person (
Name varchar (100)NOT NULL PRIMARY KEY ENABLED,
Age Integer,
City varchar (100) NOT NULL CONSTRAINT fk_Person_City REFERENCES City(Name)
);
INSERT INTO Person( Name, Age, City)
VALUES('Sujai', 34 , 'Antartica');
Logically above insert should fail as Antartica is not defined in City table.
But it is not failing
SELECT * FROM Person
