We applications running under cobol server on Linux (RHEL 8) with a temporary license and have a permanent license to install.

Can this be done without stopping our COBOL applications?

    Welcome to the OpenText Community site. Yes, you can add additional licenses via /var/microfocuslicensing/bin/cesadmintool.sh, even while your COBOL application is running on the temp licenses.
