You cannot bypass the installation of the license manager and a valid license but you can install it as part of your own Setup installer so that your customer.does not need to know about it.
I would recommend the approach of creating an installer that consumes our “COBOL Server” msi and silently installs the runtime and the appropriate license.
This ensures that the runtime is installed correctly, gac’ed (important for sharing) and licensed.

There may be an issue with this approach if the user does not have an internet connection as they may have to manually install the license if it can not be authenticated during the install.

Does the new license process handle the problem with different vender selling products to the same client? The current license for Net Express assumes that all products share the same license manager. I also wonder about problems when users of our product want to buy a new computer. Are they going to be able to setup the new computer without revoking a license on the old computer first.
If we install silently, then does the user need to enter a code during the installation process. Does the user interact with any MicroFocus screens? Hopefully the new license process is design to work in the background for software developer who market a product rather than a corporate environment with IT people to manage licenses.
Since we support the licensing process how this works will be a concern to our support staff since they will have to resolve technical problems related to installing licenses. This support is an added cost to our company.

Visual COBOL and COBOL Server use Safenet licensing by Sentinel. If a different vendor sells a software product to your customer and it also uses Safenet licensing then there might be an issue if the other product was dependant on a certain version of the Safenet licensing service to be installed.
I am quite certain that we could address this issue if it were to arise.
If your customers were to move to a new computer then there is still a need to generate a revoke key using the Micro Focus License Manager. This will generate a new key for them and it will be stored into a file.
If you purchased a block of user licenses from us so that multiple users could activate a single authorization code a specified number of times (e.g. 100) then the customer could just reinstall your software on the new computer and your use count would be reduced by 1.
Doing a silent install means that the user will not see any Micro Focus screens.
After the license manager is installed, you can run the following command which will install the license.
start /wait <install-dir>\\bin\\cesadmintool –term activate AuthorizationCode
where AuthorizationCode is your license key.
You should be able to create a Setup program that automates this process for you.
