Problem: 

"ESPackage could not load" message shown when starting Visual COBOL for Visual Studio 2017, not all Visual COBOL components are loaded.

 
Resolution:

To avoid this message ensure your Windows Operating System region settings are set as follows:
- English set as Windows display language
- In Windows regional settings > formats set to  "match windows display ()"
