In Visual Studio 2010 Pro (on a virtual machine VirtualBox with Windows XP) when I try a new project with Visual Cobol PE I have the message you can see in attached file.

Go to Start Menu-->Micro Focus License Manager and open up License Administration.

What is displayed on the Summary tab?

Can you open up an existing COBOL project?

Go to Start Menu-->Visual COBOL group and open up the Samples Browser.

Select one of the examples and click the link to open it in Visual Studio.

Do you get the same error?

Do you perhaps have an older Micro Focus COBOL version (Net Express?) installed on this same machine?
