File status 9/181 when trying to open files

We were running COBOL Server 2.3 on Windows Server 2008

We installed a new server running Windows Server 2019 and I installed COBOL Server 5.0

I installed our original license file on the new server.

We are running native code compiled as INTs.   Everything works fine when I run our software from the new server, but when I try to run it from a workstation I get a file status 9/181 on every file that the program tries to open.

All data files and INTs are stored on the server.

Any help would be greatly appreciated.
