Update Comment , I also checked License Admin by running [cesadmintool.sh],
and typed 2 for [2. Check License Status.] . It shows:
Name
Serial No Type Days Left Total Hosted
------------------------------------------------------------------------
Visual COBOL Eclipse Build Tools Docker Named User
202202111241xxxx Timed 32 (4/11/22) 1 user(s) APLocal
------------------------------------------------------------------------
Visual COBOL Eclipse Named User
202202111241xxxx Timed 32 (4/11/22) 1 user(s) APLocal
Is that means I already got a 1 month free-trail-license ?
But I still cannot create new [COBOL Project] from Eclipse
and it reminds me to input license File or Auth Code every time while starting Eclipse.....
Wating for Response , thanks

Your first screenshot shows that the evaluation product that you have is Visual COBOL Eclipse for Windows, yet your second screenshot shows the license manager on RedHat.
Which product did you download and might you have the licenses mixed up? They are not interchangable.
Also the Docker Build Tools license should only be installed into a Docker container onto which the product is installed. You might try removing that license.

Thanks for the response.
Actuary, screenshot 2 are imported by the screen 1's license file (It's 2 xml files....) , so weird...
But my colleague helped me applied a new license with the same way,
this time , we received that 16-character code and It's good to me now.
Thanks again.
