I tried to install but dont appear cobol perspective. I find in xml activation  file something like this  <description>ManagedCheckerDocker</description>   and 

<attribute>
<name>License Group</name>
<valueList>
<value>Visual-COBOL-Eclipse-Build-Tools-Docker-Named-User</value> 

I think this is the problem  But I dont know how I can fix it.

It appears that you downloaded the incorrect product. Build Tools for Docker do not have an integration with Eclipse. The installer and license that you should have downloaded is named vce_90.exe.

I think you are right. I tried to download new license but I cant. If somebody know how I can download a new license. I would appreciate it

Do you have the vce_90.exe installer?
