I am running windows 8.1 with Visual Studio 2013 Ultimate. When I try to install Visual Cobol I am getting the following errors 0x80048bc7. Am I correct in assuming that VS2013 is the cause of my issue?

When this error occurs, it should give you the option to view the log and see the cause of the error.

According to VS Admin Guide at msdn.microsoft.com/.../ee225238.aspx, this error indicates that your machine needs to be rebooted.
