First of all, I am not an english native speaker. 

I have got a problem by installing Visual Cobol Personal Edition. I am getting the error message "This application requires Micro Focus License Administration" 

Micro Focus Help Page: "If you need to install the License Manager onto a 64-bit Windows system, change instances of lmsetupx86.msi to lmsetupx64.msi."

Indeed I would do that, but I only have the vcvs2022.exe install package.

On what version of Windows are you attempting to install? 
Do you have a previous version of Visual COBOL or the License Manager installed?
You should remove them before installing V8.0 if they are present.

The license manager should automatically be installed during standard product installation. 
Are you running as Administrator?

At what point is that error message displayed?
Is this during installation or after installation when you try to run the product?

I am using WIndows 11. I don´t have installed a cobol license manager before. And yes, I started the vcvs2022_80.exe as administrator. Ther error message is: This application requires Micro Focus License Administration. Please install Micro Focus License Administration an then run this installer again.

As shown in the output of the License Manager. The license is valid and the license is installed.

It looks as if the License Manager has been successfully installed. Is Visual COBOL being installed as well? Do you see Micro Focus License Manager or Micro Focus Visual COBOL in your list of apps?

If what is documented below does not help then can you please show me the install logs that are generated in the %TEMP% folder?

I found an existing case here for this same error message occurring on an earlier product release. Perhaps one of these solutions might help in your case.

The error you receive while installing Visual COBOL can be caused by two things mainly:

- The user installing the software does not have write access to the registry. 
  Please ensure that you are running vce_50.exe as an administrator and with a user with full administrative 
  rights.

- There is an old Micro Focus product registry key that is blocking the installation. 
  Please uninstall all Micro Focus products, run regedit, backup your registry, 
  then delete all Micro Focus folders in these locations:

HKEY_LOCAL_MACHINE\\SOFTWARE\\Wow6432Node\\
HKEY_LOCAL_MACHINE\\SOFTWARE\\
HKEY_CURRENT_USER\\SOFTWARE\\

Restart the machine and try to reinstall Visual COBOL.
