8.0 PU 4 is not available yet. Are you sure you are running PU 4?

What command and directory is shown for the Dialog System when you open Tools > External Tools then click on 'Micro Focus Dialog System'? Is it correct for your system?

That's an issue present in a pre-GA version of PU 4. It will be fixed in the official release of PU 4.

How did you get that version of 8.0 PU 4?

The version was given to me by a colleague with wetransfer access. 

You should wait for the official release of PU4 before using it. The official release of PU4 will be available on the SLD site - https://sld.microfocus.com/

Are PatchUpdates  cumulative?  Can I skip installing PU1 to PU3 and just go straight to PU4.   

I am using Microfocus VisualCOBOL DevelopmentHub 8.0 and am currently at this version.

Patch Updates are cumulative and they are also full product versions so they can be installed without installing the base release first.
