Problem:

After installing Visual Cobol for Eclipse R4 the JVM project entry on File > New is not visible just after installing the product.

Resolution:

To fix this open the Eclipse IDE then go to > Window > Reset Perspective. If you have reused an old workspace the perspective settings would not have the new menu items.
