I have just taken delivery of a new PC. On my old PC I have Visual Studio 2019 CE and VC PE. I wish to continue COBOL programming on my new PC. As I understand it, there is not yet a VC PE which is compatible with Visual Studio 2022 CE, so I will have to install VS 2019. Is there still a link on this web site where I can apply for a VC PE license to use?

That is correct, the latest version of Visual COBOL PE is for Visual Studio 2019.
