A system user passed a program that damaged the windows register and it damaged the installation of Run-Time Visual Cobol, I am unable to reinstall.

What happens if you try to uninstall COBOL Server from the machine using Control Panel-->Programs and Features prior to doing a reinstall? Do you get the same error message?

If the registry has become corrupt it might be better to reinstall Windows than to try to work around it.

There are 3rd party cleanup programs available that will completely uninstall programs that have become corrupt by repairing the registry, etc. Microsoft recommends this one. I found a list of some additional tools here.
