You should find the 32-bit version in C:\\Program Files (x86)\\Micro Focus\\Visual COBOL\\bin and the 64-bit one in C:\\Program Files (x86)\\Micro Focus\\Visual COBOL\\bin64
If that's the case, then you might not have the Micro Focus Compatibility AddPack installed. After installing this AddPack, you will find this DLL at the locations I mentioned before.
I just reviewed my installation logs, and it turned out runpan2.dll is installed with Visual COBOL, not with Compatibility AddPack.
I suggest repairing the Visual COBOL installation to have all original or missing files restored. If the dll is still missing after the repair, can you package the installation logs in a zip file and attach the zip file here? These files can be found in %TEMP%, and they start with Micro_Focus_Visual_COBOL_for_Visual_Studio_ and end with _visualcobol_232x86.log or with _visualcobol_232x64.log, e.g. Micro_Focus_Visual_COBOL_for_Visual_Studio_2013_20170511165650_1_visualcobol_232x86.log
