A little context, please. What product version are you using? Is "tapemacs.exe" a COBOL program? Presumably, from the message, it's a managed-code one, and the "v4.0.30319" suggests it's a .NET Framework 4.0 program - is that correct? What does the program do? What were you doing when the message appeared? How was the message displayed (message box, output in a command window, etc)?
