The Visual COBOL PE version is not refreshed for every product update. It is refreshed when a major release becomes available such as 2.2 to 2.3, 2.3 to 3.0, etc.

The next refresh of Visual COBOL PE is currently planned for the next major release which will be 3.0.

If you have a requirement to upgrade to 2.3 update 2 then you would have to either register for a 30 day Free Trial Evaluation or purchase a full product license.
