During the base install in linux (i.e setup_visualcobol_devhub_8.0_redhat_x86_64) , can you tell the setup program to use a different folder instead of the default /var/microfocuslicensing/

If unable to do so, is there a way to move it to another folder or filesystem manually ? Or if there are config files within it that need to be change for the move to be possible?

The version of Visual COBOL you referenced - 8.0 - supports two different licensing mechanisms, named Autopass and SafeNet. One way to determine which you're using is to review the license file(s) you've been provided - Autopass licenses are supplied as .xml files, while SafeNet licenses are provided as .mflic files.
If you are using AutoPass licenses, you can take advantage of the non-root installation option available for AutoPass. As part of the non-root installation of the product, licensing is installed in $HOME/microfocus/licensing, where $HOME is the home directory of the user id used to install the product. When using this approach, the licensing daemon (mfcesd) and the license admin tools are placed in “$HOME/microfocus/licensing/ces/bin”, and the AutoPass components are installed in “$HOME/microfocus/licensing/autopass”. Here is a link to the product documentation that references the option to use the non-root installation.
SafeNet licensing does not support being installed outside of /var. If you have been issued SafeNet licenses, you might reach out to your Micro Focus Account Manager and ask if your product licenses could be issued for AutoPass, so that you could use the approach described above.
